COMMISSIONER’S MEETING
March 12, 2007
Commissioner Chairman James V. Hohn called the
meeting of the
Terry Frost addressed the commissioners with concerns about a letter he had received from Shawn Higley regarding Grandview Manor Subdivision. The letter addressed concerns about the base material on the road as well as the ditches and the pitch of the road. Terry felt that his dirt was just as good as Pioneer Gravel’s dirt for base material and gave his arguments about the pitch and ditches..
Commissioner Hohn advised Terry he was charging premium prices for his lots and it was his responsibility to build roads that would last and conform to county standards.
Commissioner Vennes said he was concerned that the organic material in Terry’s dirt would decay and cause road damage because of the alfalfa roots in the soil.
The commissioners said they would talk to Shawn about Terry’s concerns.
Terry also questioned why he had to pay a re-inspection fee before he fixed the roads.
Nicole Brown advised Terry the re-inspection would be done after the roads were fixed.
Melissa Tuemmler came before the commissioners with problems regarding subdivisions she has been working on. She said she felt the problems weren’t just with Terry Frost’s subdivision but that the bureaucracy was getting out of hand with all subdivisions. She expressed concern about not being able to get in touch with Shawn either by email or by phone. She said she has emailed him on subdivisions dating back to November with no responses. She expressed her concern with having a planner in the courthouse who would be available to talk to on a regular basis. She also had concerns about roads and other issues that were approved once and now they are not good enough.
Commissioner Hohn told her they were using the road foreman in ways he shouldn’t have been used and that the road foreman is no longer responsible for road approval. He also told her anytime he calls Shawn he gets an answer back within a day but that he would talk to Shawn about his availability. He also advised her that they get calls everyday from people who say the commissioners are not being strict enough on the subdivisions, and they are trying to be as consistent as possible with all subdivisions.
John Wright has a question about road specifications. Commissioner Hohn told him they hired Shawn to take care of those matters and they have no problem getting in contact with him.
Don Plymale expressed his concerns about a subdivision he is getting ready to do road work on and that time was of the essence when it comes to building roads and estimating the costs of roads. He said they need to have some kind of consistency on road approval.
Commissioner Hohn assured him that is what the county is trying to provide.
Virgil Barbe and Kevin McDonnell representing Broadwater County Search & Rescue came before the commissioners to discuss the building for Search & Rescue. They started the process of getting a building 2 or 3 years ago and nothing was completed. They would like to get the process going again and see if they could use the building plans they started with 2 years ago. They said right now they just wanted some king of building to store their equipment in and to be able to keep the boat hooked up to the suburban for when they need it.
Commissioner Hohn told them to get current prices and present them to the commissioners and they would see what they could do to help them with the project.
Kevin agreed to get the prices and meet with the commissioners again when he had the new information.
Mail items;
· A letter from Joni Shearer about public meeting for camping fees at the Silos. Natalie will let her know it is ok to go ahead with the public meeting.
· A letter from MACO regarding safety at landfills. Tim Pool said he would make recommendations to the commissioners in a couple of weeks. They will wait for Tim to come in with his findings.
· A memo from Board of Investments loans interest at 14.5%

A letter from Montana LTAP for training on
roads. Dana and Willy are interested in going. The Commissioners thought it was

· A letter about responsibilities of Fire Boards from meeting Commissioner Hohn went to. They will review the information and discuss it next week

A letter from DOT concerning
· A letter from Randy Vogl resigning from the Airport Board.
· A letter concerning door at the Rodeo Grounds and cost to fix door. The cost would be split 40% to Rodeo 50% to Fair and 10% to the commissioners. Commissioners authorized approval to fix the door.
· A memorandum of understanding for mosquitoe control. MOU will be given to Virginia Knerr to review and advise if ok.
· A request form from Tim Pool requesting open burning at Landfill. Natalie will let Tim know he can sign these letters himself.
· 3/6/07 claims 17989.44 Commissioner Lynn moved to pay claims, Commissioner Vennes seconded, motion passed.
· Health Insurance committee has 5 members who will serve. Commissioner Hohn said he would approve, Commissioners Vennes and Lynn agreed. It was agreed that Val Middlemas would be in charge of the committee. The commissioners would like to the committee to let them know when the meeting will be so they can sit in.
· The commissioners went over job applications for Road Supervisor job and Road maintenance job. Natalie will schedule interview for 3/14/07 and 3/15/07.
· Presented minutes from 2/26/07 Commisisoner Lynn moved to approve, Commissioner Vennes 2nd, motion passed. Presented minutes for 1/22/07 Commissioner Lynn moved to approve, Commissioner Vennes 2nd, motion passed.
The meeting was adjourned at 12:10 pm, the next Commissioners meeting is scheduled for March 19, 2007 at 10:00 am in the Commissioners room located in the basement of the Courthouse.
