COMMISSIONERS’S MEETING

This is to certify the following is a true and correct copy of the Broadwater County Commissioner Minutes approved by the Commissioners on November 07, 2005. Judy R. Gillespie, Clerk

August 22, 2005

The meeting of the Broadwater County Commissioners was called to order by chairman James V. Hohn. Present was Commissioner Steven R. McCullough. Commissioner Elaine M. Mann was absent due to family emergency.

Bob Masolo, Road Supervisor, could not attend the meeting.

Dave Clouse, contracted service for Disaster and Emergency, appeared before the Commissioners to discuss radio frequencies. He told the Commissioners that Lewis and Clark County asked if they could use Broadwater County Road Department’s radio frequencies. After a discussion, Commissioner McCullough moved to authorize the usage. Commissioner Hohn seconded the motion. The motion passed unanimously.

Ben Knaff, Undersheriff and Richard Thompson, Broadwater County Sheriff, met with the Commissioners to request an additional full time person. During a discussion on personnel situation, it was decided to table the half time Deputy that would be stationed at Three Forks. The Commissioners will take their recommendation and request under advisement.

11:30 a.m. This was the time set for the preliminary budget hearing. Natalie Tomeo, Broadwater County Finance Officer, presented the preliminary budget to the Commissioners. The following is some of the items and decision that were made during the hearing:

Salary hourly to lowest paid employees plus longevity. All full-time employees will earn at least $10 an hour. A10% increase for elected officials. The commissioners discussed their work hours and pay schedule. Commissioner McCullough moved that the Commissioner’s work schedule shall be 80 hours a month and that is all that they will be paid for. Commissioner Hohn seconded the motion. The motion passed unanimously.
Natalie asked for authorization to transfer $23.01 from emergency fund to the general fund. Commissioner McCullough moved to give her that authorization. Commissioner Hohn seconded the motion. The motion passed unanimously.

Commissioner McCullough moved to transfer $91,699. from District Court. Commissioner Hohn seconded the motion. The motion passed unanimously.
Commissioner McCullough moved to transfer $7649 from Record Preservation to a CIP fund to be used for Clerk and Recorder’s scanning equipment. Commissioner Hohn seconded the motion. The motion passed unanimously.
Commissioner McCullough moved to transfer Junk Vehicle cash to CIP Junk Vehicle. Commissioner Hohn seconded the motion. The motion passed unanimously.

Sheldon Bartel of Gateway Economics Development met with the Commissioners to update them on their activities. He asked for advice on what the County needs were. He updated the Commissioners on the loan fund and the business park at Toston.

Commissioner McCullough moved to approve the Commissioner’s minutes dated August 15, 2005. Commissioner Hohn seconded the motion. The motion passed unanimously.

Commissioner McCullough moved to approve the preliminary budget with changes as discussed. Commissioner Hohn seconded the motion. The motion passed unanimously.

Commissioner McCullough moved to approve the claims in the amount of 125,268.41. Commissioner Hohn seconded the motion. The motion passed unanimously.

Mail:

Ed Casne of Casne and Associates sent a letter telling the Commissioners that another inspection of the old jail revealed that there is no asbestos in the building.
A letter from a resident on Dunbar Road asking how to make it a county road.
A letter from Three Forks Fire Dept. regarding the water tanks at Rolling Glen Ranch Subdivision. The Commissioners will send a copy of this letter to the Developer.
Email to the Mosquito Board asking for recommendations for chairperson since Jack Sautter has resigned. The Commissioner will send a Thank you letter to Mr. Sautter for his many years of service.
Melissa Tuemmler, County Resident, sent letter asking about widening the cattleguard near the Cordova resident on River Road.
Notification from Natalie Tomeo, Broadwater County Finance Officer, that the CDBG grant for the transitional housing has exceed the cost by $948.
Coleen Ward, secretary/bookkeeper to the Rural Fire Dept, sent a copy of a resolution regarding their budget. The resolution stated the Fire Dept would receive the maximum number of mills. The Commissioners reviewed the resolution and discovered it wasn’t a resolution that they had prepared.

The meeting was adjourned at 2:45 p.m., the next Commissioners meeting is scheduled for September 12, 2005 at 10:00 am in the Courthouse.
