MINUTES OF COMMISSIONER’S MEETING

June 19, 2006                                                                                                                                     

 

 

 

Chairman Steven R. McCullough called the regular meeting of the Broadwater County Commissioners to order.  Commissioner James V. Hohn and Commissioner Elaine M. Mann were present.

 

Nichole Brown, Assistant to the County Planner, presented the final plat of Colter’s Run Subdivision to the Commissioners for their approval.  The conditions were reviewed The Developer’s compliance to those conditions were read as well as evidence of compliance were presented to the Commissioners   After the review,  Commissioner McCullough wants the letters of credit from the Developer’s Bank to include any cost over rides of the road construction. Neighbors to the Subdivision, The Vandolah Family, stated a number of concerns about the approval of the Subdivision.  Namely: the road and the concern about a natural spring in the area.   Commissioner Mann moved to approve the plat based upon compliance with the following additional conditions: the protection of the natural spring in the area and the letter of credit has to include any cost over rides of the road project. Commissioner Hohn seconded the motion.  Chairman McCullough abstained. The motion carried. 

 

Pam Converse, Weed Department, presented the Commissioners with a list of the County road that have been sprayed so far this year for noxious weeds.  She asked for the Commissioners approval of a purchase of another truck.  She wants a half ton truck with an extended cab.  She has applied for a $6200 grant through the Dept. of Agriculture. This money could be used towards the purchase of the truck.  Commissioner Hohn moved to approve the application for the grant known as the Weed District and Reservation grant.  Commissioner Mann seconded the motion.  The motion was unanimous.

 

The Claims in the amount of $12,652.89 were reviewed.  Commissioner Hohn moved to approve them.  Commissioner Mann seconded the motion.  The motion passed unanimously.

 

The payroll in the amount of $95,231.78 was reviewed.  Commissioner Mann moved to approve it.  Commissioner Hohn seconded the motion.  The motion passed unanimously.

 

At 11:45 a.m., the public hearing opened regarding the Ordinance to provide enforcement authority for regulating and disposal of solid waste.  There was no opposition to the ordinance.  The public hearing closed.  After the Commissioners discussed the proposal,

Commissioner Mann moved to approve the ordinance effective immediately.  Commissioner Hohn seconded the motion.  The motion passed unanimously.

 

Mail/items needing approval and signature:

§         A copy of a letter from WWC, County Planner to Leonard Lambott regarding the well and septic on one of his lots.

§         A letter from Granite County regarding the Environmentalist issue of trying to block all mining, logging, etc.  Commissioner Mann will respond.

 

 

Discussion item:

§         Donald Schauber of Schauber Surveying asked the Commissioners help in getting an easement recorded which was not recorded in the deed from the State of Montana for access to Mr. Stanley Kimm’s property located at the south end of the County.  Mr. Schauber said the State has advised him that the request to change the deed stating an easement must be made through the County.  Shawn Higley of WWC, the County Planner, and Mr. Schauber will work together to find a solution to the problem.

§         Julie Lethert informed the Commissioners that Jim Lions of Tetra Tec wants to store the dirt pile on Oak Street at the County Shop.  The Commissioners said that the dirt could be moved to either the County Shop or the City.

§         Julie Lethert, Sanitarian, asked if the fish cleaning station at the Silo’s Bay was up and running.  Commissioner McCullough said that it was on the back burner of things to do.

§         Chairman McCullough has sent his fellow Commissioners a copy of his resignation letter.  His letter stated that his resignation will be affective on 9/30/06.  The letter was accepted.

§         Chairman McCullough reported that Bob Hollister called him about the through the fence access to Canyon Ferry Airport. 

 

Public Comments: None

 

The meeting adjourned at 11:58 a.m.  The next regular meeting will be held on June 26, 2006 at 10:00 a.m. in the Commissioner’s Room of the Courthouse.

 

At 12:05 p.m., 2 Broadwater County Citizens appeared before the Commissioners to discuss their concerns about Wheatland Road, the former Dunbar Road and Price Road.  The citizens are William McCabe and Sharky Hostler.  The Commissioners explained that the meeting had adjourned so they couldn’t make any decisions.  However, they would be happy to listen to their concerns.  Mr. McCabe and Mr. Hostler told the Commissioners that the roads in their area are in very bad shape.  They want to know what the County’s plans are as far as the paving and maintenance is concerned.  They also want to know who is responsible for the roads at this point in time.  They told the Commissioners that they feel the Developer of Rolling Glen Ranch Subdivision is not fulfilling his obligation as far as the roads are concerned.  The Commissioners informed them of the road improvement agreements and the turn lanes scheduled for construction.
